HOW TO OBJECT TO THE CALA DEVELOPMENT AT BIRDSTON Cala have lodged a Planning Application to build 55 houses on a greenbelt site at Birdston Road. Objections need to be based on material considerations. Material considerations include but are not limited to: loss of designated greenbelt, unacceptable impact on natural environment, transport, road and traffic issues, flooding risk, existing Local Plan and emerging Local Development Plan. Matters such as house values, loss of view, precedent in terms of planning or Reporter’s Decisions are NOT regarded as material considerations (though they can be quoted). Therefore some issues that you might want to raise are as follows: 1. The proposed development is contrary to Scottish Planning Policy given that it does not promote sustainable development and does not concern the development and regeneration of previously developed land. 2. The proposed development is contrary to the East Dunbartonshire Local Plan and the emerging East Dunbartonshire Local Development Plan both of which have a strong presumption against the development of greenbelt land. (In 2011, the Scottish Government Reporter found no justification for the removal of the site from the greenbelt. This decision is supported in the current LC and emerging LDP.) 3. The proposed development would remove the current defendable greenbelt boundary at the entrance to the village on Birdston Road and would extend Milton of Campsie towards the settlement of Birdston which has its own character and identity. 4. The proposed development will result in an increase in traffic levels within Milton of Campsie, especially on Birdston Road which is heavily congested at peak times leading to long tail backs from the junction with Glasgow Road. 5. The proposed entrance to the site is in a dangerous position on the brow of a hill where views are severely restricted. It will be especially difficult for cars to exit the site towards Kirkintilloch. 6. The submitted Transport Assessment proposes to relocate the existing bus stop. This option would be impractical because there is no space for the introduction of a new bus lay by either towards Kirkintilloch or Milton of Campsie and even if space could be found it would create a further traffic hazard due to a blind corner (far side of care home) if moved towards Kirkintilloch, or blind summit if moved towards Milton of Campsie. 7. The proposed development would result in significant adverse impact on the landscape and character of the area because the elevated nature of the site will be particularly imposing. It would have a severely adverse impact on Kincaid House & Historic Gardens as well as restricting the space and light at Birdston Nursing Home, Lilyburn Care Home and Kintyre Care Home. 8. The site and nearby roads suffer from significant drainage/flooding problems which will be exacerbated by this development. If you send an email you should receive an acknowledgement within a few hours. If writing a letter we suggest it would be better to hand deliver to the Council Offices and request a receipt at reception. If you post a letter you should receive a letter of acknowledgement. In all cases monitor for an acknowledgement and follow up if none received. Unlike representations to the LDP process (as for Redmoss Farm) where all representations are considered as separate representations no matter the address; those submitted in relation to a Planning Application (as for this development) from the same address are considered as one representation. Therefore only one objection per household will be accepted.
